Believe me my friend,
Vedas are good old scripts which were written long long before all avataras.
So, there is no such documentation in Vedas .

None of Avatar is according to Vedas only the status of Avatar may be identified with the help of Purana's and in Vedas there is no any sign of Avatars so the question can not arise about which is most powerful avatar

I do not think we are qualified to answer this question because whatever we say will differ against the words of Maha Muni Veda Vyasa.
Who is more qualified than Maha Muni Veda Vyasa who scribed both the Vedas, and the supplementary texts such as the Puranas ?
By the order of his spiritual master in order to glorify the Supreme Personality of Godhead he composed the crest Jewell of all the Vedic scriptures , The Bhagavat Purana(Vishnu Puran).
In Bhagavat Purana we find descriptions of all the Avatars , not only from the past but also from the future. And after describing all of them he makes a very strong and stunning comments to wipe out all our misconceptions by saying that -
ete cÄmÌÅa-kalÄhÌ£ pumÌsahÌ£
krÌ£sÌ£nÌ£as tu bhagavÄn svayam
indrÄri-vyÄkulamÌ lokamÌ
mṛḍayanti yuge yuge(SB 1.3.28)
TRANSLATION
All of the above-mentioned incarnations are either plenary portions or portions of the plenary portions of the Lord, but Lord ÅrÄ« KrÌ£sÌ£nÌ£a is the original Personality of Godhead. All of them appear on planets whenever there is a disturbance created by the atheists. The Lord incarnates to protect the theists.

No vedas have given detail of Avatar's of God. Vedas are far older to the Dasavataras of Lord Vishnu. Among the Dasavataras Rama Avatar is considered as the best as it is a Sampoorna Avatara of the Lord. Krishna Avatara is also same but Ramaavatara has been considered as the Best of all.

As far as I know, the names of any of the ten avatars of Lord Vishnu do not find any place in Veda.Several hymens are found in praise of Sun and Indra. But none of them are Avatars. Sun is a demigod whereas Indra was the name of the very high post of Devataas.Several persons occupied the high post of Indra. Lord Ram,Krishna or other avatars are not mentioned in Veda. Even the word Hindu is not to be found in any of the four Veda.

The best ones are
1. HayagrIvA - The horse faced vishnu, God of Knowledge and Wisdom, rescuing vedas from demons, teaching BrahmA a lesson that wisdom wins over ignorance and passion.
2. Varaha - As a boar to rescue earth from deluge and
Narasimha- lion faced, to rescue his devotee always.
HE fought the same demons - hiranya-kasipu and yaksha.
3. Rama then Krishna - for the doctrine of surrender. As Rama, HE fought the same demons - kumbakarna and ravana.
The 2 demons were none other than Vishnu's loyal gate-keepers - Jaya and Vijaya, who were cursed.

Friend,
To the best of my knowledge, there is no discussion in Vedas about Incarnations (Avataars) of God and comparison.
There are hymns praising every God when the Hymn part is read and there you can observe that that particular god is praised as the most powerful.Similarly all gods in other hymns.
In Suuktams ( The verses in praise of God or goddesses) you can observe the same.
but when you come to the Vedanta part ,God realisation the Vedic literature takes Neti Neti (This is not , This is not ) method in realisation of Him.So it goes on training the mind to see and eliminate what is not GOD.That way if all that is not god is eliminated , what finally remains and realised is inexpressible and one can not describe it.
So they have shown the ways to realisation.
As far as Incarnations are concerned one can not compare them with one another.Each was for a specific purpose and as demanded by the time and circumstances prevailed then.
God is ONE and Omnipotent ,Omniscient and Omnipresent.
That is what I feel and think.

Krishna. He is the source of all of His incarnations. He expands Himself in many ways to protect the devotees and annihilate the demons. Lord Nrishinha deva (Half Man Half Lion) form of God was the most ferocious incarnation. Killed one of the Greatest demons Hirunyakushipo. But Krishna Killed many demons when He appeared 5,000 years ago as a small child. Lord Rama Killed Ravana and many other demons with Laxman. God is unlimited and Supremely Powerful. But when He kills the demons get liberation into His Brahman effulgence. So if the demons can get that just imagine what kind of liberation we can get. There are 5 kinds of liberation one can choose form.

Krishna is the most powerful avatar of God. As parabrahma himself took this avatar with all the bhavams.
Vishnu himself has 60 bhavams.... where in Krisha came withe the complete bhavam of Parabrahma (64 of them).

In the Hindu scriptures it clearly states the following: “There is no image of HIM! HE is bodiless and pure!” (Yujurved. Chapter: 32-3. & 40:8). Further in the Upanishads chapter 6:2:1 & Chapter 4:19 it clearly states: “There is no likeness of HIM, & HE is ONE only, without a second.” The responsibility now rests on the Hindu Pundits to preach this truth to their flocks, and to inform them that idol worship is forbidden in their own religious Scriptures. The Pundits will be held responsible if they fail in this duty and did not convey the message.
