More information would be helpful in giving you a good answer, but basically...you don't refuse it from anyone that you would continue to have some social contact with. If it was some hated enemy, why worry about etiquette, leave IT and Them by the curb...literally.

Unless the giver of the gift is a creepy stalker type person, you should probably not refuse the gift. Just accept it and say thank you. If it isn't something that you wish to keep then either give it away to a charity or sell it on EBay. If the gift is from a family member or friend who will look for it in your house then you'll have to keep it and display it when they come over.

If you do have a creepy stalker type person then it's really ok to be blunt and tell them that you don't want anything from them and absolutely refuse the gift. Being nice to this sort of person tends to encourage them.

by being polite and firm. Tell the gift giver why you can't accept the gift, tell him/her that you appreciate the thought and the gift giver very much and listen what he/she has to say.
A friend will be able to accept your "no".
But as said, you better have good reasons to refuse a birthday gift - that you don't like the person or think the gift is horrible, isn't a good reason.

You don't and never refuse a gift. Its bad etiquette. What you do with the gift afterwards is entirely up to you.

Of course, if you think that the gift is from a crime, you may refuse it. Also, if the gift is something that insinuates that your being bought, you may also refuse.

Gifts are never refused. Whether you like the gift or not, it's proper to take it and say thank you.

you dont. A gift is a given, not taken away. If you dont like it, you can maybe regift it or sell it on ebay.

but if you dont want to do that, you can ask who ever gace you the gift for the reciept bc yo uwant to exhange it for something that suits you better.

You don't, but it's OK to let them know nicely that you don't usually accept such things and not to do it again. Say it with a smile!

maybe you can return it and get cash...if not regift or donate to Goodwill

No point in hurting someone's feelings....unless it was totally inappropriate for some reason....raunchy, way more money spend (jewelery or something), something offensive
