They setup the church just like the roman government, the pope was like the emperor and so on down the line the other offices followed, The roman emperor really called the shots until the empire fell, then the pope was top dog. And they were often as ruthless as the roman emperors. They had the power to have people burned alive as heretics, and tortured, murdered, what more power could you ask for

If you are talking about the political entity known as the Holy Roman Empire from about 800 CE then it is because he was. He could elevate or demote Princes, stop wars, provoke populous movements and so on. The threat of excommunication was very powerful.

Because some believe that he is God's representative on earth. Also because of his political position. If I remember correctly, Mussolini gave the Pope the position of King of Rome. That hasn't changed last I checked.
