Maybe you are from another country and do not understand the American way of dressing. Men wear suits, not to keep warm, merely because it is the custom. Women vary in their clothing but men do not. If the evening dinner is more formal, then woman wear cocktail dresses or dinner suits. Again, the dress has nothing to do with warmth. That's why we have coats and shawls.
