Talk to an established NGO in your area -- it doesn't matter what its focus is, just that they are credible and transparent. Ask this NGO to detail for you what paperwork and administrative tasks are needed in order to become an NGO in the eyes of the government. It will probably require that you have a board of directors (a group of committed volunteers) that will be fiscally responsible for the organization and will undertake all of the tasks needed to get the organization operating, a needs assessment of your community and testimonials from local people verifying that there is a need for an NGO in your area to work regarding "albinos", and a business plan showing how this new NGO intends to help this population in the next 3-5 years.
