The purpose of writing in blue or black ink is to make the copies of the prepared documents to be clear. Other inks such as red, pink, etc, does not make copies come out as clear as blue and black ink.

You've run out of black or green? There is no meaning associated with ink colours. Whatever takes your fancy is fine.

There is no meaning. Years back xerox machines only copied black ink now days it's not that way.

Blue and black ink are easier to be photocopied because of the darker colors. Also, hospital records are in three colors according to what shift you work. Blue and black are for daytime, red for night, and green for the afternoon.
Also, it is harder to have a check "washed" if you use blue ink.

Because the color difference makes it easy to spot an original document. Blue does not copy as well as black.
