What is he talking about? Well, it could be one of three things:
1. Since Isaiah was a prophet, perhaps he was prophesying the coming Christ, and saying that many would see Him.
2. He was talking about those who haven't heard the Gospel, and never will.
3. Isaiah was talking about those who died before Jesus was born.

I believe that refers to the one thousand years of peace, when Jesus returns and rules the earth for a thousand years. Those that have never hearrd of him, or choose not to will see him face to face. Those that still deny him after that will be judged for the final time.

Paul wanted to visit the church at Roem, but he delayed his visit cuz he had heard many good reports about the believers there and he knew they were doing well on their own.. It was more important for him to preach in areas that had not heard the good news..
