Unless wearing short shorts, a skirt, or a dress?
Anyone can answer - I know some of you guys wear dresses.

Actually, I shouldn't have qualified that with "unless it's with shorts, a dress, etc."
How about just not wearing underwear no matter what, like Britney Spears?

nope, never wore a short skirt either.
lets see if you wear jockeys
it dont make you a jockey .
and if you wear boxers
it dont make you a boxer.

if you dont wear any undies
it does make you a

Whether you wear a underwear or not is a personal decision.
But if a girl/woman wears short shorts or a miniskirt, then she must make it a point to hide what is to be hidden: her Box; her Cherry.
And with males putting on female dresses is absouletely wrong and a grave sin.

It isn't what is on the outside, it is what is in the inside. The inside will tell what to do on the outside. Besides if you seek you will find that what is on the inside is common sense. I don't know about you but I wouldn't mind special underwear.

Nothing in the Bible about underwear regulations. Probably because underwear hadn't been invented yet.

You didn't say what your religion is. As far as I know, most religions frown on nakedness, but aren't too specific about how many layers of clothing to wear.
