No. These verses were metaphorical in nature. Jesus was basically trying to tell everyone that they hadn't proven anything just by not committing the physical acts (murder, adultery, etc...) when they were still treating others badly verbally and looking down on them instead of helping them. He was just trying to show people that they needed to be more mindful of how they treat others and to incorporate this into their everyday lives.
I certainly don't think it means we are going to be punished for every little thought or feeling we have. Jesus understood more than anyone just how human we are.

Emotions are deceptive, they make you feel things that are not true. Eg. You sing and it makes you feel good, but circumstances have not changed one bit. It is like living a lie. That is why the Bible says in James 5:13, "Is anyone among you suffering? Then he must pray. Is anyone cheerful? He is to sing praises." If you sing when you are suffering, you deceive yourself.

In this question, we also must consider what is the definition of bad. For me, its something that hurts yourself & other. So if the consequences brings suffering to both parties, it sucks big time & is bad.

The devil acts in our souls (souls = psych = thoughts, feelings, desires, sensations, emotions). That is the reason why The BIble instructs us to take captive every thought to make it obedient to Christ.
2 Corinthians 10.5: "We demolish arguments and every pretension that sets itself up against the knowledge of God, and we take captive every thought to make it obedient to Christ".

We can not always control those things so it is very hard to determine if they are bad or not. I used to have obsessive thoughts do to my Obsessive-Compulsive disorder and I knew that they were not things that I really wanted to do or to even think of.

Thoughts should be controlled or dismissed when they become negative or outright evil.
