You cannot own a handgun in Chicago. If you purchase a hunting weapon you must register it, but handguns are not allowed. You cannot even drive through the city with a handgun disassembled and in your trunk. Sorry, leave it to President Daley to mess things up for the majority of us.

When I lived there you could not get a handgun without a permit and the police gave out the permits but only to law enforcement & security applicants.
Rifles and shotguns had no such restriction.
This was in 1967 and I doubt that they have loosened up the restrictions.
I bought mine in another state (legal back then) but today I think Federal Law prohibits that.
Gun club maybe the best approach.

Living in Cook County sucks for many reasons including taxes, and very restrictive firearms control. My son lives in Cook County and has had to leave several of his firearms at my house because they fall into the assault rifle ban. Any firearm possession in Chicago or Cook county can be real difficult or impossible. Move to Du Page county where its a little better and the taxes wont kill you.
I can legally carry a firearm anywhere in the US but have my worries about Cook county when I visit my son. Maybe not too bad for retired Police but generally, regular citizens don't have a chance. It is a shame.

What do you mean? A state FOID card? A handgun enable? in case you mean the latter do no longer problem. Chicago has a handgun ban. in case you mean a FOID card you are able to acquire the applying online then mail it to the state police. fees approximately $10 and takes somewhat over a month.

Illinois is one of the most anti-gun and gun restictive states in the union, along with NY, and CA. First you have to apply and get a firarms owner identification card [FOID], then go through all sort of bureaucracy. Good luck.
