Bhagavan Shiva has been the same since time immemorial and will remain same till time immeasurable.

In Sanskrit, Kshar means temporary. Akshar means what is not temporary i.e. permanent substratum on which change is happening eternally. You may call this eternal change or destruction (re-cycle is better word) or Shiva.
Note : In general, people mistook Akshar as Word with sound, which is not correct.

Couldn't find any info behind this. My guess is it is the akshar ऊँ itself - the first sound which started with the big bang of the Universe.

Akshar is Hindi word.Aksharam is Sanskrit.
In sanskrit Kshar(a) does not mean "Temporary"-

As we say A to Z in English everything in the Universe is included in "Aksha"(ram)--sri Vishnu is also refered to as "Aksharam" in Sahasranaamam--sri Saraswathi is also said to have"Aksha" maala(rosary) in her hands,

Lord Shiva represents eternity or time: Mahakala. What is eternal is also immutable that is 'akshyara'.
