Who on earth told you to put a flea collar on your puppy? You may as well just spray him with Raid!!! Flea collars are EXTREMELY dangerous - especially to puppies. They contain harsh pesticides and are also completely ineffective. If you have a flea problem get the puppy on a spot treatment recommended by your vet.
Note that if there's fleas on the puppy there's fleas in your home - the rugs and bedding will all have to be treated. And if there's other pets in the home get them on Advantage or Frontline. Unless you want your pets getting seriously ill or dying do NOT put off-the-shelf garbage on them!

Possibly the flea collar is irritating him - although as someone said, if he's never worn a collar before then any collar will bug him, they take time to get used to sometimes.
I would advise getting this collar off your pup, however. Reason being, there is just no point putting flea collars on any animal - they are spectacularly useless creations. The chemicals on them don't spread through the skin, so the flea just stay away from the neck area and can then live happily on your animal.
It's also possible the pup is yelping when he gets bitten by fleas! To check him for these, look close to his skin, especially around the groin, armpit and belly area for flea dirts (poos) - these look like black specks, some comma shaped, that turn red when wetted. Sure sign that fleas are present. If they are (or better still, to prevent them) get a proper flea treatment from a vets, like Frontline.

NEVER put a flea collar on a puppy or on any dog for that matter. Some dogs are highly allergic to the chemicals in the flea collars. Take collar off immediately and check your puppy`s skin, do NOT replace, get the proper flea treatment from your vet, not the pet or grocery store.The vet will give you the right dosage strength for your puppy`s age.
Is your puppy caged, maybe he wants out to play or needs to go outdoors. Is he being exercised and played with. Has he gotten enough to eat and drink.? Puppies require time and attention, I hope you give him both.

i don't know why he's yelping but take the flea collar off him immediately.
they don't work and some are actually dangerous and known to kill your pets!
go out and spend the extra money on a good flea treatment like frontline or advantage. do NOT get something from a chain store or supermarket like hartz. purchase from a vet or reputable pet store. you have to apply this once a month.

he has a reason maybe the flea coller is burning his skin. take it off and check. how old is he? Maybe he is too young for it.
Is he hungry, thirsty. ?
Lonely.
check him out. rock him, put him on a comfortable pad to sleep . Play him soft soft music.
