Think of it this way - if they're skirting legality issues with a possible misdemeanor or felony (depending on whether they offered or performed a tattoo or piercing), then what other issues are they willing to shirk their responsibilities on?
Quality of jewelry or work? Sterility? Cleanliness? Aftercare? Performance?
Wait until you're of age and go to a reputable shop and you'll be happier with it.

Sorry you have to be 18+ in order to take that ride and get a tattoo by your self. It's illegal for a licensed tattooist to tattoo a minor at a tattoo shop. The shop could get shut down or sued for tattooing people under 18. You may want to check this out with tattoo shops in California but if your looking for parental consent this person should be 18+ and or your legal guardian.

Yeah just bad ones if they agree to tattoo you even if your under age there most likely REALLY BAD tattoo artists :)

the same ones who do not care if you get a communicable disease like hepititis or staph infection. be responsible and wait until you are old enough to get tattooed.

The run-down gross ones that aren't even licensed by the Health department.
i wouldnt' recommend going to any of those.
