There is this guy, who I swear was nice to me and all, always waiving when I drive past him, asking me how I am doing, and find ways to get close to me pretending to do something else. So I started responding back, smiling back, saying hi to him, asking him if he wanted to work out with me. I find out that ever since I've been doing that he's been going around talking crap about me yet still continues to be around me all the time! What does this mean????????

even acknowledge his presents, and
do not be afraid to confront him, and
ask him is there's a name for what he has

He has no respect for you and prob just wants a quick roll in the hay. your decision, but I would only make it a one time thing then move him along. Good luck!
