I would prefer the hand to be in focus. I consider that the real subject of the image.

To me, it is not very interesting or well executed, and it is tilted. Straighten the horizon at least.
If it were properly matted and framed, someone who was familiar with the location might possibly buy it.

i wouldnt becuase i would have nowehre to put it but i actually love the pic it was shot at a great angle and if i had somewhere to put it i would buy it

No I find it borring. Sorry but thats just being honest. I have money so I can answer this. Why would I buy it unless I lived there. It looks like a place with trams, it looks cold and ugly to me.
