In fact there are 12 gates around heaven. Three on each side. They represent the Tribes of Israel.

Certainly it is not to keep the people in who are already inside the Pearly Gates, because I am quite sure they do not want to leave. So it must be to keep the ones OUT who are not to be allowed in.

Maybe it is to keep the sinners out, or to keep those inside safe, or its a metaphor which describes a place we must unlock within ourselves.
