I have a friend who just found out that his blood father left his mom a few weeks after being born. He was an abusive father and always drunk. He used to always stalk my friend's mother. After a few years he finally left her alone. Fast forward almost 20 years later. He is back and starting to stalk my friend and his mother. When can they file for a restraining order? What line does he have to cross? How would they even go about doing this?

there is no time frame you get it whenever you feel it to be necessary. you go to your local courthouse and fill out the necessary paper work and a judge will either sign the restraining order or not...you seem to have good evidence that he will agree and sign the R.O. a sheriff or police officer will then find your friends father and issue him with the restraining order..then if he still comes around tell your friend and his mother to call the police ASAP so they can arrest him for violating the order.

Restraining order can be requested anytime when the abuse is impending to be committed.
