I think it's depends on if he wanted to hang out with you in the first place. May be he was think the same thing as you, hoping you would stop the conversation and leave him alone, no offense. I had a roommate was like that, always come into my room and talk a bunch of nothing. I tried to ignore him and hope he would go away. But he would just keep going on and on.
It's also depends on how close you are. He may think you two are close enough that texting other people during your conversation would not be offensive to you. It all depends.
But i generally do think it is rude to text other people while having a conversation with some one.

That is improper etiquette. If he was having an all out text convo...I'd say "see ya later" and do something else. Obviously, you're not the focus of his attention and seemingly has more important things he wants to do than hangout with you.

I think it's rude, you can't pay attention to someone you're hanging out with if you're carrying on a conversation with someone else. I think it's just as rude if someone was carrying on a phone conversation while with someone.

Yes this is rude. Unfortunately, most people are utterly clueless about this. A quick note or phone call is fine but going on and on is just rude and a lack of respect for who you are with.

In the example you gave, yes, I think it's rude. If it were me, I'd excuse myself and tell him to text you when he's free.

I took a practice SAT with a guy whose phone was buzzing and he was texting.
that was annoying.
So, yeah, if it bothers you, just let him know.

If you guys are watching TV or something together, it is not rude.
If you are having a meal together, it is very rude.
