It depends on the meaning of the sentence as both are valid. Your first sentence simply means that the museum was open on that day. The second sentence means that the museum became open to the public on that day and was not previously open.

chlaxman is right. Please give us more context and we will tell you which of these makes more sense. But please notice that, in both cases, you need "the" before public.
