Wash your hair daily with a clarifying shampoo, I recommend Neutrogena's. My hair feels seriously squeaky clean after I shampoo with it. Don't use conditioner daily or other hair products which could contribute to making your hair oilier. Good luck! :D

Why doesn't she just wash her hair?
You cannot cure extra oil. It runs in genes. She needs to take a shower in the morning, and a shower at night and she needs to use shampoo each time. You can get special shampoo that reduces the oil and helps fight it.
I don't blame you for not wanting to touch it. Oily hair is GROSS! Tell her you won't style it until she starts washing it.
ALSO:::: (edit): I advise her not to use gels, sprays, mouse, or leave in conditioner. That adds to hairs oily apearence.

Rinsing with vinegar after washing it may help.
Use only white vinegar and mix it 50/50 with water.
There might be a slight vinegar smell afterward but, it won't stay there especially if you are using scented styling products.

she should not be washing her hair every day. washing hair promotes oiliness. so the less often she can wash her hair the better. i wash mine about every 3 - 4 days, per recommendation of my hair dresser and my dermatologist.

she also shouldn't use very moisturizing products. those will just make it more oily. when I was younger I couldn't use brands like nexxus and paul mitchell.

she might also want to try going to a doctor as well to check to see if there is something wrong as well.

Yes, have her rinse it after washing with one tablespoon of lemon juice in a glass of water. Pour it over her wet hair and that should help.

She needs to discontinue using shampoo of any kind. I had that problem, I have not used soap or shampoo for 20 years. I have soft non-oily hair. Warm water takes out just right amount of oil. Shampoo strips your head of all the oil and then your body reacts by producing too much oil. Trust me. I know I sound nuts.. but I know excactly what I'm talking about on this one.

let her know that she doesnt always have to condition her hair after she shampoos and make sure that when she shampoos, she gets to her scalp because that might be a reason for her hair being oily. if that doesnt change anything then you could always use a clarifying shampoo on her. she would probably have to use it once a week if it stays really greasy. i would recommend paul mitchell shampoo 3.

Tell her not to put conditioner on her scalp, just the hair that hangs, and try different shampoos and try rinsing with cold water

I don't have any solution but if you couldn't find any solution I will suggest just wash your hand after you're done styling your sisters hair. Good luck!
