Social assistance is a tricky affair. Sometimes it seems like it is designed to keep people down, instead of encouraging them to go out & fend for themselves.

However, it gets even trickier when people try to put one past the welfare department.

I suggest that your mom contacts her social worker, & gets some clarification on the matter. From my point of view, her grandaughters getting a job should not diminish your mom's financial obligation to your neice.
I know when our son got his 1st part time job, it did nothing to ease our financial burden. He needed the experience of the job more than he needed the money, & the money was an enhancement to his allowance. I hope that your mother's social worker will understand & your neice will be encouraged to find her 1st job.

Every state has their own rulings concerning this subject. It is possible that your niece would be allowed to earn a certain amount. You should check with the agency that issues the check.

Ask the state or whoever issues the check. They will know.
