My friend needs to join but he's telling me that the recruiter says he can't because he had his shoulder dislocated 7 years ago. He is a known liar and I would like to know if he is telling the truth.

as long as you pass the MEPS physical.... and get clearance from a doctor you can still go in.

A shoulder that was dislocated 7 years ago with no recurrence should not keep your buddy out of the military if he wants to join. Of course, the military will do a physical exam and if the doctor thinks it may dislocate again, it is entirely his call. It would be entered on the medical records if he did get in so when the guy gets out of the military, he will not get VA benefits for the disability.

It sounds dubious to me. A dislocated shoulder seven years ago wouldn't be an automatic disqualifier - generally, the recruiter would leave it up to the MEPS physical to make a recommendation.

If his range of motion (extension and abduction) is limited because of the dislocation that could be disqualifying. And that limitation of motion could be evident to a recruiter if he asked the applicant to raise his arm ahead, above his head or off to the side.
