Yes and No. A General is an officer in the army, as such he is the same as an officer in the Navy, Marine Corps, Air Force and Coast Guard. However, he is equivalent to an Admiral in the Navy and Coast Guard.

While BOTH are officers, they have different areas of expertise. The General would be equivalent in officer pay-grade to a Navy Admiral.

Their titles are different, but they're afforded the same amount of respect. Their expertise in warfare is what's different.
An admiral studies (at the Naval Academy) the ways of combat at sea, and off the coast of a hostile nation. He has resources at his disposal such as submarines, destroyers, and aircraft carriers.
In contrast, a general studies (at West Point) the ways of land-based warfare. He has battalions consisting of tanks, armored personnel carriers, and infantry soldiers.
