My brother insists on buying this for $1300.00 for himself.
I think he could find something much better.
I think he is going to start running into major problems with that high mileage.
What do you think?

He says it doesn't smoke, starts right up and seems tight.
He is getting it checked out tomorrow by a mechanic, but I still think he is going to run into more problems soon.

Every used car is different...that's why the prices vary so much. Personally, I have had a few high mileage Japanese cars. Put 230,000 on a Mitsu., bought a Honda Accord with 98,000, sold it with 143,000. I also bought a Toyota Land Cruiser with 175,000 and sold it with 215,000.
Didn't have any major issues with any of these. But again, every car is different. The things that would pop up would be front CV joints and possible transmission issues for automatics. If the car appears to be in good condition and the mechanic can't find any leaks, I (personally) wouldn't have an issue with it as Toyotas are built to drive 250,000 miles.
Having a mechanic check it out is a smart move.

To a dealer it's worthless,,, $100. , with that said buying any vehicle in this price range is buyers beware big time.
Year - make - model - miles don't come into play, CONDITION becomes the only factor getting a vehicle that will outlast his investment having no un-for seen expense's for about a year and his investment will have been secure.
Before taking it for an inspection follow the steps on this link http://www.usedcartips.org/TESTDRI.html if Camry passes his inspection then yes he is making a wise choice taking it to a mechanic.
the fact your brother is taking vehicle for an independent inspection shows he is smart and not buying blindfolded , something many consumers should be doing, but dont and end up with a lemon. good luck

I wouldn't pay that for that car, but also you need to consider the followings:
Engine was overhauled? Does it smoke? Does it run strong? Does it waste oil? Does it start right away?
Used cars are a pandora's box. The only way you can tell a car has been well-maintained is when you know the owner.

Ya he probably would end up paying more for repairs than he would buying a slightly more expensive car with less miles

No, even if the engine is still running you have to replace a lot of wires and plastics.
