each little ax swing by the human seems a small chip to the oak tree... but lots of those little actions ends up in the tree being chopped down. The idea is that persistence yields a reward over the long term, no matter how difficult the goal may seem.

I believe this is a "David-and-Goliath" type proverb, that just because an object is tiny (man with an axe) he can't topple a mighty oak (A tree known to grow to gigantic sizes).

The small, but persistent chipping away of a little hatchet will eventually be enough to make a large tree fall. (It doesn't have to be one huge stroke w/ a huge ax, but small and persisitent.)
