I think most women would just thank him for the compliment. You do not just hand your number to some guy who tells you you are beautiful - not unless you are single and he is smoking hot!
Some women would tell him so see a psych if they were not interested and a little offended by his approach - especially if he seemed to be expecting them to hand him their number!
I am not available, so I would pick C, personally, and some more polite women would tell a man they are not interested in that they are not available (to him).
So you need to leave these hackneyed come-on lines behind you and work on real small talk. You can walk up close to a woman and mention something about the weather or the place you are in or the sports or news events and look at her to see if she is attentive and does not seem upset. If she seems receptive, you can talk to her a little more if she will talk to you about that topic and then you might mention that her sweater is pretty or her earrings are unusual or that her name is the same as your aunt's name.
So talk to her and then, maybe, ask if you can get her a soda or a coffee or where she is heading after being where you two are ( if it is earlier in the day). If it is later, you can ask if she comes to that location often and tell her you hope to see her there again sometime, something like that.
If things go really well, you could ask her if it would be OK if you called her sometime, and if she says "yes" she would give you her number - but she might prefer to take your number instead - since you did just meet and are still a stranger, technically.

Depends on how he said it.
If he was some drunk at a bar, I'd probably pick "A." If a guy came up to me very nicely and said, "I hope you don't think I'm weird for saying this, but I think you're just beautiful," I'd say "C."
I don't think I'd give any random person my number, though.

I am more careful of getting to know a guy first. You could go to coffee first. Just cause a stranger tells you something that flatters you, you must be careful.

i would tell him that he was really sweet and if i felt some sort of connection to him i would probably give him my number. If the connection was not there i might have to answer with c

It depends on how I liked the man..
If I didn't like him, I'd tell him A.
But if I do, I'd probably tell him, I thought he was gorgeous and I'd love to hang sometime.
