A kid in my troop is on our roster for this year, but he hasn't been to any scout meeting/campouts/etc. for over 2 years. Is he really part of our troop?

If not, can he still go to Philmont?

Hello Steveo:

A member is considered to be in good standing as long as his national dues are paid, and he adheres to the Oath and Law. The troop may request dues as well. As for rank advancement, participation and "Scout Spirit" are determined by the Troop Committee and Scoutmaster.

Is the boy not attending meetings because of legitimate conflicts which he has no control (sports, academics, job, enrollment in a Venture Crew, or other obligations)? Or is he just not interested in the activities of the troop?

As for his going to Philmont with your troop, that would be a decision for the contingent leader. If the boy is taking a slot of another boy that has been active, I would ask that he step aside, however if he is filling a slot that would otherwise go empty, why not let him go?

This is one of those ethical enigmas that Scouting is attempting to prepare you for 8).

How has he remained on your roster? (Just a side question) On a roster=part of the Troop. Is this a Troop or Council contingent? Trek leaders have to make the call. I would rather have an empty slot than take someone who is not prepared for the effort required on a trek. Empty slot=lost money. Unprepared trekker=crew misery.

If he is still registered, then he's in the troop, but I would really talk to him Philmont is the real deal, if he dosen't want to be at meetings then he may not want to go there.

If he is on the charter he is considered registered, and can apply to go to Philmont. He is still considered a member of the troop.

if he's not technically part of the troop, have him join. that way, he'll be in the troop.
besides, its not so nice to say no, right?

Why don't you mind your own business. It doesn't have anything to do with you. Who are you, the Senior Patrol Busybody? Just like a Christian, man. I'm glad I left that backwards, immoral, racist, bigoted organization before it ruined my life. You know you can go backpacking with your family, with your friends, and you don't need a leader. And you can learn backcountry techniques from reading real books on the subject and actually doing it.
