I can tell you that some Japanese people use methamphetamine. I think most Japanese meth users just don't get caught, but the punishment can be harsh. "Shabu" use is associated with gangsters, prostitues and other low lifes in Japan, but I am sure that are some otherwise respectable people who are closet users. Japanese law enforcement tends to focus on shabu because it's a good way to bust career criminals. Cannabis users get much less attention from law enforcement because the users tend to be law abiding people aside from the dope .
