How close is the dog house to the house house? If it's close you could consider stringing a trouble light to the dog house. The bulb will warm it up about 15 degrees. To cut down on the light, get a red bulb. I don't recommmend a heat lamp because of the risk of fire.

If its really cold out then its too cold for the cocker spaniel. It is gonna have to come into the house so not to get colder or even possible freeze to death. Cocker spaniel is not a breed like huskies or malamutes that are bred for colder temps. If the dog must stay outside then you NEED to SAFELY make the dog house warm for him to stay or wanna stay in there.

Maybe let him sleep in your house? If you mean that the doggy house is inside, just forget about that. Leave some blankets on your couch and let him sleep on there.

Can't you bring him into the house with a crate? As you say, it's freezing and your dog is still outside.
