let's say, I have a rectangular building that is 200 ft. wide x 300 ft. long and I'm going to draw it 8.5 in. wide and 11 in. long on a plan , what's going to be my drawing scale and what's the formula if any?

Do you mean you want to draw the rectangle onto a sheet of paper that is 8.5 x 11? The ratios of a 200x300 rectangle (0.666...) and 8.5/11 (0.7727...) are not the same, so one of two things must happen:
1. The vertical and horizontal scales will be different (not a good idea on a plan drawing)
2. There will be more space on short dimension of the paper than on the long dimension.

What you should do is account for 1 inch of margin so the paper is now 7.5 x 10. The 10 inch dimension will contain the length of the building at 300 feet. 300 feet in 10 inches, is 30 feet per inch scale. Then the 200 foot dimension will be 6.6666 inches.

Yes, the scale is at 1:25, so multiply the distances by 25 to get the "real life" size

For the best results, (obviously on 'Letter Size' paper),
make the drawing 5" by 7.5". the scale would then be
1" = 40' ( 5" x 40' = 200' and 7.5" x 40' = 300').
