If I sent photos to cd/dvd drive, from there put on a cd, you would think those photos are no longer in the computer. BUT what if I then go back to a previous day through system restore......wouldn't my photos then reappear?

Well, when you "send" the photos to a cd/dvd to burn, you're not actually moving the files from the computer to the burner. You're just burning them to a cd/dvd. So in this case, there is no need to restore the system in order to recover the photos. They should still be there. If you're looking to free up some hard drive space, then sure, burn your photos on a CD/DVD, then delete them from your hard drive/computer. But before you delete, make sure that the CD/DVD in fact was created correctly. Otherwise you'll loose your photos.

As far as system restore goes, it will only restore hardware drivers and applications priory to the restore point, but not the actual files. To recover lost files, you'll need to use a program that recovers deleted/lost files.

Sending the photos to a CD/DVD drive and writing them to the cd shouldn't delete them from the computer. It is just like the copy function. As far as a system restore, it should bring back any applications that were there previously, not sure about actual files though.
