Here are your answers:

1). Though I haven't owned a cockatiel before (I might get one soon!), I have read up on LOTS of information about these little guys! From what I have read, and what I have heard from other people, they are great pets, but, they need attention in order to stay happy and healthy. They will also need your regular care (food, water, you need to let them out of the cage, ect.).

2). Honestly? I think that both are great birds! Though, budgies don't thrive for much attention as cockatiels do, but the cockatiels are more like a child (like they like to ride on your shoulder and such!), more than budgies!

3). Cockatiels aren't too loud. Though, a males whistle might get a little annoying. If a cockatiel is screeching or is being loud, it is most likely because he wants attention, or, because he is hurt. If you hear this from your bird, come to it asap!

4). I have heard and read, that putting a towel or a special bird cover over the cage, will make the bird quiet. Or, you could always let your bird out to play.... though, if you are doing something, he might get in the way! The best advice that I could give you, would have to be either the cover, or, you can turn on your TV or a radio, since cockatiels really like noise in the room!

1) Yes, in a proper environment with toys and lots of play time and time spent out of th cage with the family, then yes they can make wonderful pets. But only if they are in the rgiht hands.
2) I my opinion yes, but they both have their pros and cons. The one thing bad about budgies is that it is very hard to find a well socialized budgie since most pet stores don't do so properly. Some do but it is rare and you should tyr to find a breeder and since there isn't much money in budgies then msot people don't breed them. but they are out there, you just have to look. But budgies are very flighty also. Although unlike cockatiels they aren't as dusty. It just depends on what you are looking for.
3) Cockatiels are loud mostly at dawn and dusk and also when they are excited or scared. Note that cockatiels really are not that loud. Compared to other species (amazons, conures, greys, senegals, quakers, meyers, pionus. etc) they are actually quite quiet and their songs can often be quite entertaining as well. A hapyp tiel won't be that noisy that often to begin with.
4) You can't really quiet a bird, just don't give them attention. If it is really annoying leave the room and come back after the bird has settled down. But things like covering the cage, or spraying them with water will only make things worse. If you cna't handle 30 minutes or an hour of noise then a bird is not for you. They are loud and messy and you can't do much to change it, just manage it.

Cockatiels are the most fabulous sweet birds. Get a male, females have that egg laying thing and males are sweet. Get him out of his cage so he can walk around on the top of his cage of fly around the room a bit too. They also like friends so a second cockatiel is also good.

Cockateil make beautiful pets if brought young and loved lots and lots. Yes they are better then budgies (i used to breed budgies) because they are smarter and learn quicker. Also they are more loving towards people in general then budgies but budgies are good birds nether the less. Yes cockateils are LOUD..well in a lot of cases. Males sing where as females SCREECH!!! (lol i have a female) best way to quiet them is to cover the cage with a blanket or if that doesnt work isolate them in a room with window open a lil but door closed. Think of them as little kids = ) Hope that answered all your questions and remember get a bird young and itll be like your baby, adults can be tamed but its alot of work.. To answer each question:

1) Cockatiels are wonderful pets
2) I think they are better than budgies if you want a pet to interact with - they're more affectionate and are happy to be with you.
3) Cockatiels can get loud. Ours will call out if we leave the room.
4) If she gets too loud and won't calm down, I cover her until she quietens down...or...I just get her out and take her with me. She's happy to sit on my shoulder while I vacuum, make the bed, do the washing. As long as she's with my fiance or myself, she's content.

I have Two cockatiels which I think are wonderful pets. I had a budgie when I was younger, but I like like tiels better. My bird smake noise when I get up in the morning, they just want to see me for a bit. I have mine trained to land on thier cages or myself, no where else (no bird poop to clean from the curtains etc). so, good luck.

cockatiels are excellent birds. both cockatiels and budgies are good but i have 3 cockatiels. cockatiels do whistle a lot. they are loud. just scold her or spray water on it.

cockatiels are loving pets
that wil mimick your whistling tunes over time to the t!!
i feel they are more personable than the average budgie
they are quiet when content
cover her with a thin blanket when you need silence Good luck mine sings la bamba its cute
