Try wrapping one of your budgie's favorite treats, a piece of fruit, a bit of millet, a nutriberry, whatever, in a piece of paper, and hang it from the top of the cage. Your bird will eventually learn that if it tears up the paper, it will get this good treat. Teaching birds to forage for their food is a relatively easy and inexpensive way to get your bird's mind working. Wild birds forage all the time, and it's good for your pet to not have all her food just sitting there in her cup.

Parakeets love something that they can chew on. I always gave mine, clothes pins, the clip on kind, that were made of wood. I just pulled out a clothes pin, for my husband to close up a bag of chips, and the top had been chewed, my last parakeet died 7 years ago. I have a cockatiel now, he loves to chew too.

paper! i know treated paper is supposed to be bad but as long as they don't eat it... all my birds play with paper. My dad read somewhere that phone book WHITE pages are good for birds (african grey chews them, parakeets may take one piece of twisted paper and turn it into confetti). the yellow pages are poison because of the color, or so he says.
strings of cotton or such.
plastic bottle caps, with a hole drilled in them and put on strings, but that may be too big for a parakeet. african grey loves them tho. maybe a parakeet can just bang them around as a non-chew toy?
those wooden sticks ice cream comes on, provided it was not chocolate ice cream. perfect parakeet size, may be a bit too hard for the lazy chewers to chew on tho.
cardboard from chineze fast food containers. if it had anything bad in it, it would not be used to store human food. cut it into shapes and put it on a string.
of course all birds love pencils and shoes, but both are poison.

Coffee filters, pony beads, newspaper, short strings, buttons, shoe strings, wash cloths. Take some toilet paper and wrap up some favorite treats (like a bit of almond) with a bit of string. My bird loves to play with beads on a string. He also TPs his cage. You could take an empty soda bottle and put a shoe string in it with just the tip coming out and let him pull it out/put it back in. Small whiffle balls are fun toys.

Lots and Lots of things!!!!
Try:
Cardboard toilet roles!
Those ping pong balls that have holes in them
Small mirrors- make sure they arent sharp though
Large branches fashioned into perches- they are great for their feet!
Even fruit!!! Just no kiwis or avocadoes ad always check that they are not poisonous- ask your vet.

Yes we don't know what you have in your house.....perhaps a kitty kat parakeets enjoy playing with kitty kats...do you have a kitty kat....hereeeeeeee kitty kat come see the sweet parakeet.
