If you take a look at the EIC form you will see that any dependents you may claim has to have a SSN, or a Tax identification number issued by the IRS in the case of international dependents. Without any of this information, its not allowed. Neither of these are attainable without a birth certificate.

Unless the baby is born on December 31, 2007. you won't even have a social security number to put on the income taxes to put on the 2007 tax forms.

Nope! The child's date of birth MUST be in 2007 (or earlier) to claim the child on a 2007 return. You must have the child's SSN to claim them and cannot get an SSN without a birth certificate, so don't even think about trying it.
