If you take a look at the EIC form you will see that any dependents you may claim has to have a SSN, or a Tax identification number issued by the IRS in the case of international dependents. Without any of this information, its not allowed. Neither of these are attainable without a birth certificate.

Nope! The child's date of birth MUST be in 2007 (or earlier) to claim the child on a 2007 return. You must have the child's SSN to claim them and cannot get an SSN without a birth certificate, so don't even think about trying it.
