A supervisor, a manager, or a member of the human resources department.

Of those jobs, I would recommend starting as a supervisor and then working your way up the management ladder.

The overall department is Human Resources, but you are talking about different parts of the HR department. Usually in any company, they have HR generalists and HR experts. Hiring is a generalist issue usually. Work programs are usually under a HRMOB (human resources management and organizational behavior) role. Resolving employee affairs is a wide topic. You have to be more specific there. But this sounds to me more like a management role within HR.

Policies are designed by HR, but only approved by executive management.
