If you're looking for a target shooting rifle, I'd go with a Savage 10FP, not the 10FCM. The 10FCM has a more forward scope mount designed for fast target acquisition with a low power scope. The front of this rail connects to the barrel, and may decrease accuracy slightly. The 10FP has the scope mount over the receiver, like a standard rifle, and allows you to use higher resolution optics, and does not interfere with the barrel. The Savage Accu-Trigger is far better than the Remington trigger. I prefer the Savage safety over the Remington saftey, and the bolt release is easier to use, as well. The free floating bolt face on the Savage will help with accuracy if you're not planning on spending big money on tuning to get your recoil lugs lapped together for a better fit. The barrel nut system on Savages makes replacing the barrel for a different caliber or higher grade barrel easier. Shilen, as well as several other companies, make drop-in barrel kits just for the Savages that you can install at home.
Stocks on Remington rifles are usually better than on the Savages, but Savage gives the option of buying a Choate or McMillan stock already installed on the rifle. If you buy the rifle and don't like the stock, one of these can easily be purchased later.
I've owned a Remington 700 in .300 Weatherly Mag, and have a Savage 10FP now. The Remington is a nice rifle, but I do believe the Savage is better, and a far better deal for the money.

Go get a Ruger 10/22 for under 250 bucks. .308 is tough to start with since it is full powered rifle (heavy recoil) and .308 is expensive. .22 is low recoil and cheap (less than 3 cents per shot as opposed to .40+ w/ .308)
Neither are a good buy for you since with your level of experience you would probably want something a little less potent. Whoever suggested these to you needs their head checked out, these are for hunting deer and other larger game, not starting out a novice shooter.

The best choice for your purpose is the 22-250 caliber Remington Varmint Rifle with bull barrel, because I have one.* The longest shot I have made with it was 375 yards, head shot on a groundhog.* It is equipped with a 20 power Redfield target scope Model 3200. I always hit them in the head.* Great rifle & scope.*

Get a good .22 LR bolt action rifle or semi-auto
they are cheap and fun to shoot.

target practice?? all you need is a 22cal then , usually cost under $ 100.00, those rifles you talk about are for hunting Big game and cost 4-500.00 a piece. hope this helps :)
