If he has a plan then where is our free will?
If he does not have a plan then where is his omnicognizance?
Theists who claim an all-xxxxx god need to spend some time thinking about the logical consequences of their claim.
In reality I suspect that they do not understand or comprehend what infinite really implies, and they just think that god is really, really, really powerful, and knowing and loving.
It's like a couple of 8 year olds:
It is:
-----Is not.
It is times two.
-----Is not times 10.
It is times infinity!
-----Is not times infinity times 2! So there!
They think of infinity as just another number, but one that is bigger than any other. Infinity times 2 kind of makes sense to them because their version if infinity is actually finite.
And all knowing god must have a plan. An all powerful go has to act that plan out. An all loving god can not let any hurt or harm of any kind fall on his people.

The doctrine of the chosen elect would say that those that don't get saved are not meant to be saved. They have a part in God's plan but not a part in salvation. Like the pharoh that ruled over the jews when moses led them out of egypt. Everyone exists to show the glory of God. Whether humans want to or not (or beleive they are or not), they are part of God's great plan, and they have no choice but live out the part he has planed for them in eternity past.

No, because His will is that all should come to repentance and be saved. God's plan will work out with or without you, but He'd rather it was with you.
His plan is for everyone to give Him glory. "Every knee will bow and every tongue will confess, to the glory of God, that Jesus Christ IS Lord!" That plan WILL be completed on the day that you bow before Him and confess Jesus Christ. After you do that, you will either remain with Him in Heaven or you will be cast into outer darkness, but you WILL give God glory, like it or not.

God has changed masks again. Early in our human society, God wore the mask of Isis, or one of the Mother, caressing, comforting and caring for us. When God changed masks to the one of Osiris, he kept some aspects of what we learned about comfort and care, and added the dead/rebirth cycle which we needed to learn about. Recently, God changed masks again, now wearing the son's mask, Horus. So, any Christian attempts to describe reality will be antiquated and frankly, false to today's world, because God no longer wear's the Mask of Osiris.

There is a verse in proverbs, 21:30, "there is no wisdom, no insight, no plan, that can succeed against the Lord".
God knows who will come to believe in Him, and who won't. In fact the bible says before even the foundation of the world was laid, He knew that.
Those who turn to God late in life can come to know His purpose for them once they have surrendered and allowed Him to guide them in His ways.
God allows us to choose to follow Him, or not.
