Have you yourself made any effort to have a polite meeting with the violent boy's parents to discuss this problem? That would be my first move.
In my honest opinion, too many people nowadays don't get involved enough with their kids' problems, they just expect everyone else to solve them. Don't be offended by that, I mean no disrespect, but it's up to you to ensure your boys' safety first and foremost. Good luck.

First of all does your son's school have a School Resource Officer (SRO) on staff? If so he needs to talk to him or her about what is going on. A police report should be written by the SRO and the boy who is causing all the trouble should have to talk to SRO. Second the boy did break the law. What he did was Battery. It would be Aggravated Battery if he threatened anybody with a weapon. Third your son does in fact have the right to report this incident to either the SRO or your local Sheriff's Office.

I'd talk to the principal and tell him that you want the incidents documented, in an effort to start creating a documented history of abuse by this kid. If the principal refuses to take action, then get the police involved.
The longer that kid gets away with his bullying, the tougher an adult he'll turn out to be.
But, you must also keep in mind, this kid's home life might be an absolute nightmare, and he's bringing it to school with him.

Start by telling the teacher. If there is no response, tell the principal, the superintendent, the local newspaper, the local I Team. If you think your child is in danger, put him in another sbhool/ There are sociopaths in the under 10 age group.

I would contact the superintendent at the school and find out why nothing has been done. If they offer no help, I'd find a way to personally contact this heathen's parents. Too bad you just can't whip his @$$ yourself, cuz obviously the parents are giving enough of them. Good luck!

My brother's very gentle and nice son (only 6 years old)...a truly sweet kid...is taking Karate lessons...and my brother says it not only teaches them the art of self-defense...it teaches "discipline" as well (and the little tyke looks so damn cute in his Karate outfit)...and so the side benefit is...a better behaved son...(not that he was anything "bad" for a typical 6 year old)...
And...
If he encounters a bully like the one you described...he'll be able to "nip" that problem in the butt himself, thus avoiding any need for parental interference...
(When I was a kid...I wasn't a "big" kid...but I always hated and feared bullies so much...that I would become demonic and kick their oz from here to next Sunday whenever they even came close to trying to "bully" me...but not every kid was or is as courageously fearsome as I was...so I guess it all depends...and I never took any self-defense martial arts classes...I just would haul off and punch those mutha's in the nose with a strong right cross out of nowhere...and it always did the trick...and, in fact...after one or two of those incidences...the bullies left me alone for the rest of my adolescent life...
My "adult life" is a whole other story...but I utilized THAT right cross in my adult life, too...and again...it achieved very positive results...except for the "bully, of course...

yes first in intouch with this childs parent then call police and charge him with assualt with the juvinille dept. and also consult a attorney for dealing with the school and its principal
