In the United States, war is declared by Congress against another nation. If Congress has not declared war against another nation, then we're not *technically* at war. What's going on in Iraq and Afghanistan, according to that definition as well as according to the military's own definition, is a "Stability & Support Operation", or SASO (sometimes also referred to "Military Operation Other Than Warfare, or MOOTW). We're not fighting Iraq; Iraq's government and its military are our allies. The same can be said for Afghanistan. Who we're fighting in both countries is a mix of former regime elements, homegrown insurgents, sectarian militias, terror cells of Al Qaeda and other affiliated or non-affiliated terror groups, and foreign fighters. None of those constitutes a legitimate government or legitimate military.

Yes, many classify a war as being against an army, thus Saddam's Army being defeated was the end to the war. But those same people use the term War on Terror a lot, so go figure. For me, it is any large scale military conflict where you are considered an enemy by one of the groups.

War is usually defined between two country's, in Iraq there was a "war" with Saddam (Iraq), since 2003 there are battles going on with Insurgents, not a war with Iraq!
