It depends on your state. Some have laws prohibiting it and some do not. You must be 21 purchase alcohol in every state, but to serve it or consume it... that varies from state to state. Here is a link to help tell.
What most people don't know is that the drinking laws are set by the state government... sometimes even the county and city governments. The federal government doesn't have a set drinking age, all they say is that they won't give the states funding for highways unless they have a law setting the age at 21. The fact that the underage person is serving the beer, and then it is to another underaged person is illegal. It doesn't matter if he/she is 3 years older, it's still illegal because you are both underage.
The consequences vary. If you get caught, then you'll most likely go to jail. Your parents would probably get in a lot of trouble. If you don't get caught, you'd probably get a rep at school for serving beer at your party, and that could be either good or bad, depending on how you view it.

Yes, it is illegal, and the consequences can be severe. The minors could be put in a youth detention center and the parents could be charged with neglect or abuse. Anyone selling the beverage can face jail time, loss of liquor permit and stiff fines.
In most locations a resturant server who is a minor can't even serve to an adult. they can take the order, but an adult from the bar has to bring the drink and serve it to the adult.

LOL yes...even if you combine your ages and they equal 21 you still can't do it. Trust me, you have plenty of years ahead of you to drink... 21 isn't that far away. If you guys got busted I'm sure the cops will take you in and call your parents and I know with my parents I would have rather gone to jail!! Also with all the new driving laws you may lose your drivers license till you're 21 even if you weren't in a car depending on the state

...Retarted question man. Its one thing if you were selling it to someone that wasnt underage but basically u said it yourself they are UNDERAGE. It explains itself man, you know what the drinking age is. I dont know the specific consequnces but everything that is caught illegal has a consequence.

yes simply being in possesion of alcohol if you're a minor is illegal. it depends where you are on the concequences im in MA and i got continue without a finding 6 mos probation
