The employer has to sponsor you for an H1-B visa.

If you have an employer who is willing to sponsor you for an H1 visa and file Form I-129 then you can apply to adjust status by filing Form I-539 once the I-129 as been approved by the USCIS.

However you will have to leave the country to get your visa stamped and the official line is that you must return to your native country to have your visa stamped. Unofficially, there are many instances of people successfully having their visas stamped in Canada and Mexico.

This can done here Only. You will get I-94 enclosed with H1 approval notice I-129. But when out of US next time you will have enter with new H1 stamping

You can do that in US through your employer. Your employer can file I-129 Petition for a Nonimmigrant Worker with I-539 Application to Extend/Change Nonimmigrant Status.
After your H-1B is approved if you want the visa stamped on your passport, then you need to go outside of US.
I changed my visa from F-1 to H1B in US through the same procedure. Good luck.
