if your after the pelt to sell the now is best, if your after meat , soon as the cold weather sets in, till it starts warming up, beaver meat is an aquired taste , to much like eating a poplar tree for me , but some folks like it, good hunting.

beaver season is in year round and 24 hours a day, i would suggest to try the local bars or hangout , i hear they hang around those places but beware, some of them bite lol

Anytime before it freezes, b/c they hibernate in the winter. Trapping is probably a better bet, but a canoe and a rifle would work... don't ruin the hide. The meat is really not that tasty (smells like fish, tastes like chicken, plug yer nose and keep on lickin'!).
