the one on the left with heading 'picture tasks', then file and folder tasks, etc

Maximised and still no bar :(

Click on Tools at the top of the window.
Click on Folder Options.
Select the General tab.
Click Show common tasks in folders (so that the little circle becomes filled in).
Click on OK.

The side bar only appears when the pane or window shown is too small for the info within it. Wait just a tic, see the 'folders' icon near 'search'? click on it.....

It won't be displayed if your window is not full size. Would this be the reason? If so, maximise the window and it should be there on the left.
