Money is the hard part. Otherwise, I know a lot of people who would be running shelters. There may be some grants available, although the hard part is finding them. You can do fundraisers, ask for donations, and save up money. Sometimes people or businesses will be sponsors. It might be a good idea to find a local shelter and volunteer or pledge to help them.

Most ALL grants require you to have established a shelter first...usually as a non-profit. You need a lawyer and a good accountant to get started. They just do not give out grants to anyone who wnats to start a shelter. it takes a bit of money to get one started. Most are started by using private funds of a group of people interested in the same idea. If you can get a group togehter and pool funds, MAYBE you can start one. THEN you get grants.
