Most councils will have a web site section on Council Tax which should provide information but the regulations are different between Scotland & England. Council Tax doesn't only apply to houses - people who live in caravans or houseboats also have to pay. In Scotland the Council Tax Band is based on values from 1991

I work for a local authority and council tax is the subject of many arguments!
Leaflets are delivered yearly regarding council tax and I think the best thing to do is READ THEM.
The largest proportion of your council tax goes to the police, then the fire service. The rest is divided between your County council, District Council and Parish councils.
The payments to your council are for highway maintenance, refuse and recycling, street lighting, road sweeping etc. etc. All things YOU as a tennant use.

Whether you own the property or not, the occupier has to pay the Council Tax. Unfair I know, but that is how it is. It is the most unfair tax we have ever had introduced.

Because tennents recieve the services of the local authority and are liable for the charges for them.
You may be confusing liability with the old rates system where ownership was 90% of the problem? Full Marx for trying though!

Council tax pays for things like refuse collection and fire brigade and you use those. But everything is negotiable so if you think the landlord should pay negotiate it.
