When you have to have something notarized is it proper to tip?

No. They can not accept any money for their service, other then the required fee.

I am a notary and I have never been tipped. I even do it for free. I think it would be nice but not necessary, especially if you pay to have it done.

If you want to. Some times they do a special thing for you. Could be on a holiday or something.
