Should I stop and knock on the guy's door and tell him he needs a new flag? I just think it's disrespectful and it makes me upset that he's flying it like that. I don't think he's doing it on purpose. He's probably unaware that it bothers some people.

It's so ripped up by the wind that it's almost like confetti. It's been there for years and he never changes it!

If it bothers you that much then you should go buy one, wrap it up, and leave it on his door step. Put on the tag from Santa...lol...

The flag at Khe sahn was ripped and torn too so was the one at valley forge but I think the people who have those flags understand that those rips and tears are metaphores for how strong this country is having been through so much.
The person who owns the house is probably avet who has fought for this country vs. some soccer mom or rich republican guy driving an SUV whis his nice new walmart purchased American flag waving out of his car.

I know which oneI'd take in the heat of combat.

Does it bother you enough to get him a new one? For some the flag they fly holds a sentimental value. Why not do a good deed,...do a 'pay it forward' and get the guy a new flag?
Below is a link that has a FAQ for questions as to when and how a flag should be treated, handled etc.

SIDENOTE:
Bum Gravy, flying a flag outside ones home has nothing to do with forgeting where they are.....quite the opposite, to remind themselves and others of what the flag represents.

I would only say something if I were bringing him a new flag. Just to tell him that his flag is disrespectful would not necessarily get him to change it, but may piss him off. Why don't you buy him a new one and say something like I noticed that your flag is getting a little old and thought you might like a new one. Also, don't assume that he doesn't know the condition of that flag. For all you know, that could be the flag that was draped on his father's casket and he may never wisht to replace it because of what it means to him. If you approach him with the wrong attitude, without knowing all of the facts of why he is flying that flag, you don't know what sort of reaction you may get.

I know of several people that are flying tattered flags and Refuse to replace until our boys come back from Iraq! Many people feel that it is disrespectful to replace a flag in a time of War.

Also flying a flag at night that is not illuminated, is only acceptable in time of war. (This was in the original flag code but was changed by FDR in 1942)

It is traditionally considered disrespectful to display a tattered flag.
However, this person obviously wants to display patriotism, but may lack the ability to keep new flags out for whatever reason.
Maybe you should get a new flag for them, knock on the door and tell them you appreciate thier patriotism, and want to donate a new flag because they obviously need it.
You will have done a good deed, and maybe made a new friend

If it bothers you so much, how bout this. Seeing as it is Christmas, why not buy him a new flag. Dont tell him its because you are offended that hes flying an old one, but merely as a gift from one American to another.

It's nice of you to be concerned about our American Flag. If you have time print out the rules of flying the American Flag and if you have a few extra dollars buy a new flag. Wrap the flag and the rules and the knock at his door and say "Merry Christmas"....Otherwise, you obviously know their address since you pass the house, try to get their name and get a nice greeting card and put the rules inside, and sign it...Sincerely Yours, An American and your neighbor concerned about our flag and its symbolic meaning

Its probably not on purpose. He's proud to have a flag, but can't afford a new one. And doesn't know that it is a sign of disrespect.

Let him know (the next time you see him outside his house) that the local VFW will burn old and tattered flag for free. Some people don't want to throw away their old flag, but they should know that it's impolite to fly a tattered flag.
