Through education or initiation in to spiritual learning. The former innocent fool is dead and a new enlightened being is born and grown on the path of enlightenment. It could be at any stage of life from the age 8 till one is in the death bed at the ripe stage of one's life time.

Yes
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
Water: first birth as a human
Spirit: born again into the Kingdom of God

Jesus never gave a command stating, "do this, and you will be reborn." Instead, He described what born again people do: They believe in Him, repent of their sins, obey His commands, persistently follow Him, and will experience the blessing of life for all eternity. The new birth must logically precede the revelation of faith, because the flesh is at war with God, and cannot and will not understand spiritual truth. That is why it is necessary for God to elect/predestine those who come to salvation. Without such an act of initiating grace, we would never part with our unbelief. We are dead in our sins, until He grants us life. We love Him, *because* He first loved us.

The flesh and blood Jesus was called the son of man. The indwelling spirit of God called the Christ, is the revelation of the Son of God in man. The Christ has always been and is that part of God that gives us life, thus it is everlasting and eternal. It is the light of life that dwells in you now.
My dear, there are levels of understanding within all Holy scripture. There is the esoteric understandings (the understandings for the masses) and the exoteric understandings (the deeper understandings for the seeker). Often times if we hold our first understanding of scripture to be absolute and full, we close the door on the deeper understandings of that scripture. Thus it is our satisfaction in our own capacity to understand, that keeps us from the deeper truth.
Here is a parable that will help answer your question.
A man found himself in a park one spring day. The weather was beautiful. A perfect day! As he sat basking in the warmth of the sun he noticed he was surrounded by all sorts of different people. Black, White, Asian, Indian, Arabic, male and female. He took note that there were many people of different religious backgrounds, Jews, Christians, Hindus, Muslims and others he did not recognize. The children played together and did not notice the outward differences that they each shared. They played with each other joyfully as it did not matter how each was dressed or the color of their skin.
Suddenly it hit him. All of the people shared the same sunny day. The birds sang for all, the sweet fragrance of the flowers was shared by all, the beauty of the blooms was seen by all, the laughter of the children filled his ears and he knew..... Gods love was shinning on all around him to be experienced equally. It was then that he knew the deeper teachings. To be re-born is to begin to love all others the way God loves all others, just like he showed his love to all that day in the park.
This is the beginning of our growth in Christ when we love all, and serve all, just as God does. Then you begin to reveal the indwelling spirit of God, the Christ.
All Holy text teach the spiritual re-birth or realization. Called by many names, it is the indwelling spirit of divine love. The Muslims call it being God conscious and attained to faith, the Christians call it the indwelling spirit of Christ, Hindus call it Krishna consciousness, Buddhist call it simply the Buddha, my Jewish brothers an sisters look to the correct alignment of the 10 inward light of the sefirot and on & on & on......
Let our light of love shine for all to see! The very light of Christ!
Blessings and peace to all,
All in all,
B

The only way is by believing that Jesus, who is God, died for our sins on the cross and rose again, that is the only way to be born again and saved, and go to heaven and not go to eternal hell.
