Not really.
They are modifying a Russian design- the Su-27 into a really modern fighter. complete with jet vectoring, canard wings, the works.
The problem is not the quality however, but the quantity. They now have over 500- which they do not need for defence- and they are building many more. That is only one of 6 new plane designs they are working on.
And considering their track record- from Tibet to Tien an Men- I am getting really worried

For them it might be super but they lack the technology, engineers, or money to build a fighter to equal the F-22 or F-35. And don't forget, almost every fighter they have ever had was built by someone else. They don't exactly have a lot of experience to go on.

I'm not aware of any official categorization of fighter aircraft that include "super combat jet fighter" but I can tell you this, China has yet to finish producing a modern fighter aircraft of its own (they're still buying and upgrading russian aircraft), much less is it ready to begin production of a next generation fighter.

They're working on something new, but it's bound to be obsolete, along with the F-22 Raptor - everyone knows all future air wars will be fought by floating missile racks, because apparently long range missiles mounted on American-made fighters can destroy Russian-made fighters out of visual range.

No, they're technology is so bad recently they decided to buy some SU-27's which date back awhile ago, so no China does not have the technology to do so and even if they did what makes you think that's going to be better than an F-22 stealth fighter anyways?
