I have found numerous dress styles that I like of which some are sleeveless. Can short sleeves or cap sleeves be added to this type of dress?

Best advice - go to a salon that can do the alterations for you. I did and it was wonderful!
The saleslady took a piece of fabric and showed me how a sleeve would be added to each dress I tried on. The different dresses had different ways of adding the sleeve.

The only problem with adding sleeves is that you want to make sure that the material is the same type and color. Even if it's white and your dress is white, you might find one isn't as bright as the other.

Check out this site for cap sleeve wedding gowns. It's an LDS site (if that doesn't bother you), but you don't have to be LDS to buy from them.

Most likely. Try to get a picture of the dress and a picture of a dress with the sleeves you like and take both to a tailor. See what they say. Depending on the cut of what you're looking for, it probably won't be that difficult.

90% of places will put cap sleeves on a dress for you... but there is always the what if... like is your dress have an open back is there a place to attach the sleeve???? things like that. but most places will put a sleeve on

take a look at david's bridal they have cap sleeves or long they have a lot of sleeves to choose from that they can add to the dress for a cost

Most likely. I went to David's Bridal, and many of their dresses have sleeve options. They are buttoned in, so you can remove them if you end up changing your mind.

If your dress is a very deep strapless or something with very soft material, then you might have to consult a seamstress....because adding sleeves might appear awkward.
